Legislation and Enforcement

Flytipping is a waste management concern and is being addressed in terms of the Scottish Government Zero Waste Plan and The National Litter Strategy Towards a Litter-Free Scotland.

The illegal disposal of waste is a barrier to Scotland meeting many of the goals in the plan as flytipped waste is often contaminated and inevitably landfilled.

This may become more significant as landfill restrictions are introduced.

The main enforcement agencies tackling flytipping are local authorities, the Scottish Environment Protection Agency and the Police.
